Actually, when they originally posted the serial numbers for CS2 (and other old versions of other Adobe software), they also included free downloads of those programs.  You did NOT have to have bought CS2 (or any version) in the past.  They stated on the website that there would be no support for downloading the software - it was an "as is" thing and user beware.

Within a month, the website had changed and the downloads disappeared but the serial numbers remained with the statement that they were for legitimate owners of CS2, etc.

My guess is that there were a lot of folks downloading the software and then calling the Adobe helpdesk because they couldn't get it to work, etc.  Adobe realized that by offering the outdated software "as is" was not working and that it was costing them too much in having to respond to customer complaints with "we do not support that version anymore".
