IMHO, yes, shooting bracketed images in the RAW format makes a lot more sense than using JPEGs.  As Brucet has pointed out, you lose a lot of information right off the bat when using JPEGs.

Feed the RAW files into your merging software.  There's no need to make them JPEGs first (for the same reasons you're using RAW in the first place).  A TIFF file will result.  From there, you have a "master" that you can do a lot with and I suggest you keep this file, making smaller JPEGs for e-mailing or sending to a printing facility as needed.
