Yes, this is the way Fuji cameras behave.  I have the X10, with the same limitation.  It's not only fujifilm compacts, I have another compact that does the same.  I wonder what is ultimately the reason, maybe to limit ability to analyze their NR algorithms or something.

It's unfortunate for night photographers.  Though I am curious about the bulb mode on the x100 series, which is supposedly able to allow exposure of 30 minutes
