You might not have noticed but f/22 is the aperture on a large format camera not 35mm. These cameras/lenses can close down to f/64 or more. Since you missed that part I can see why you also missed the point that he could use a "small" 35mm full frame sensor and stitch two images to form the panorama and this would be much sharper.
