OK, I would recommend getting the 24-120 f4 vr lens. If you have extra money left, get the 70-200 f2.8 vrii as well.

The G12 is no comparison to the D7100 even if you only get the Nikon 28-300 vr. It light year ahead in every ways! (Except weight and size) You should dump the G12 and start using the D7100 only.

On the tripod, just keep using your Gitzo 2 series until you out growth it. It should last you a very long time and I'm sure you wouldn't want to carry anything bigger on your outdoor trips.

Answering your last question, VR is no replacement to fast lens. Imagine you're shooting a flying bird. The only way to do it is to use fast shutter speed to freeze the motion. No amount of VR can do that. And to get quality bokeh, only the best fast lens will do the job.
