Less generally, more technically speaking you are correct. Monitors widest gamut will exist at luminance value that is unique to that monitor; which will be neither lowest nor highest value monitor is capable of. However for the normal lighting conditions and average human eye, this best setting for the monitor will be on the lower end of "comfortably bright for human eyes" range.
