So what's the deal then, is it that DPP has poor highlight and shadow recovery features and/or ability or that it's OK but Lr and CS are just much better?

And in either case, what exactly is it that DPP lacks?

Historically, I do not recall DPP ever being criticized for IQ, rather just the opposite:  DPP has always been favored for color balance, and in many comparisons comes out ahead or comparable in other IQ qualities.  However, as a free Canon program, DPP is not a high priority development project;  there are many reasons why other software packages would be favored for their work flow and additional features.  For most, any very marginal differences in IQ with DPP are outweighed by the workflow/editing feature advantages of other programs.  This is an individual choice depending upon your choices in post processing.
