Does flash have more exposure in manual than in auto?

Does flash have more exposure in manual than in auto?

I can't seem to figure out why my flash is able to underexpose more so when in automatic than when in manual. I just did some test shots:

The first shot here was done with Auto flash and set to -2EV flash compensation

The second shot here was done with Auto flash and set to 0 EV flash compensation

The last shot here was done in Manual flash with the power set to the lowest possible 1/128 and the same zoom range as the previous two shots

So my question is, how do I get the flash to underexpose the same way as it does when it is in Automatic? I've already made sure that the camera exposure was constant in the three shots as you can see in the exif.

I'm testing with a nex6 and F43AM.
