when to use or not use flash for portraits during daylight?

If they're being hit by direct sunlight you need some sort of fill. How much is a matter of taste, but zero is almost never a good answer.
Reflectors are softer if you have an assistant, but solo flash is all there is.
Shade and overcast you can get away with no flash, but even there a tiny bit usually looks better.
Oddly, indoor artificial light usually looks pretty decent or at least interesting. Multiple light sources and/or bounce off of white walls and ceiling give much kinder fill.
