More specifically, it isn't ALL about the glass, though the quality of the lens is an important factor. The question is whether it is the *limiting* factor. For most people and most every day "snapshots", unless it is one of a few known wretched lenses, or a gross situation/lens mismatch, chances are the skill of the photographer will be a far greater limit than almost any currently produced optic or camera body.
