Which quality paper-cutter without the cost?

I'm looking for a good quality and reasonably priced paper cutter which takes A3+ sheets (33x48.3cm) or less. It won't take heavy using for the time being but that can change, and I want something that'll last. Dahle and Rototrim seems to be the recommendations people give but they're overly expensive in my opinion and I'm wondering if there are other brands out there which might be almost as good but for less money when I'm not in the industrial/heavy use category?

Apart from the maximum size of paper I'll be cutting, what else do I need to keep in mind when purchasing a cutter?

Oh, there are small kids in the house, so safety is of utmost importance -are there some safety mechanisms built into these units or do I need to relocate it after every use (a hassle, but I'll do it if necessary).
