My guess is that Nikon's thinking goes something like this:

"The majority of DX users are only interested in buying a small number of cheap lenses, for a one or two lens kit - maybe three lenses at most. For them we'll make the 18-xx kit zooms, the 18-xxx superzooms, the 55-xxx telephotos zooms, the 35mm f/1.8, and a few cheap 'micro' primes.

"Of the minority of DX users who would spend money to get more & better lenses, a majority of them are looking toward upgrading to FX someday. We should encourage this by offering FX lenses to this group, rather than catering to them with better DX lenses.

"The remaining minority of a minority is low-priority for us. Furthermore, there is little or no advantage to making good-quality telephotos that are DX-only rather than FX capable, so we won't bother. Likewise, making ultra-wide primes for DX is so costly that they wouldn't sell well at the prices we'd have to charge, so again we won't bother. This leaves something like the 16-85mm f/4 as pretty much the only non-consumer-grade DX lens that hasn't dropped off the bottom of the priority list."
