SteadyShot not working

After comparing numerous similar shots with SS set 'on' and 'off', from the short and long end of 3 different lenses on my recently purchased A77, I think the SS system is not working.

Is there a definitive test for this?  If not, how can I resolve this issue.

A similar exercise carried out with my A580 shows SS does make a difference.
