I agree that there's a bias towards pretty looking models. but it also deends on what one is loooking for in a photo: are you looking for the epitome of beauty? are you interested by "the story" behind the subject (in which case wrinkles and signs of age are often a plus)? are you fsscinated by the exotic looks, bright colors? is thr composition striking? do you feel why the photographer decided to portait a given model in a given way? All of these, and more, contribute to make a portait.
in the case of a contest the judges should be clear in stating their criteria which could or could not containt explicit references to some canon of beauty. but in the larger context of photography, outside of contests, truly good portaits "speak" at different levels, and the beauty of the subject is only one of them and not the most important.
