Weird problem with 18-135mm aperture

what mode is your camera set to?  Av? M? P? Tv?

The real problem is if I'm not wide open. If I have the camera at a 5.6 when zoomed out, the actual aperture opens to a 3.5 (but remains at a 5.6 on the screen display).

don't know if "zoomed out" mean 18mm or 135mm.  if using the optical viewfinder the camera will typically have the lens fully open for focusing, metering, etc.  there is a button on my 550d for depth-of-field preview under the lens release button that will show you what f/5.6 will look like through the optical viewfinder.
