Because it has to. Since when you lock focus while light metering is in evaluative mode, the exposure is determined taking the active AF points into consideration. Recomposing would place the exposure metering zones as well as the AF zones elsewhere in the frame, and it's not likely that you want your evaluative metering to base its exposure calculation on where the AF points are after locking focus.

For all other combinations of modes, Canon gives you the choice regarding whether you want to lock exposure or not.
