Sunrise and a technique question

Since it sounds like you're limited by the sensor not having high enough sensitivity in the red side of the spectrum, I don't think you can solve it in post with a single exposure.

I would try the multiple exposure first (over the graduated filter), since you don't need any additional equipment to see if it gives you the results you want.
