We Need Help Picking Out Cameras For Police Patrol Cars

My police department is currently looking at replacing our patrol car cameras with something more usable.  We are currently using Canon Powershot A495.  While the camera is a semi-durable, compact point and shoot camera, they are lacking in many ways for our use.  They were purchased without giving much thought to our specific needs.  I am a novice at photography and think a bridge camera may be a more suitable choice for us.  Any advice on camera types and models would be much appreciated.

We need our daily patrol car cameras to be able to take a picture in low light conditions, have a well finctioning macro to capture close up evidence (Such as blood or pry marks), be relatively durable. affordable and easy to use.  Photographing at a distance of more than 10 yards is not a common need we have.  Our current cameras lack in low light conditions resulting in many blurry images.  We do have access to DSLR cameras however they are far too expensive and fradgle to carry in our patrol cars on a daily basis.  Do you have any suggestions for us?
