In my previous post, I notice that I made the large mistake of commenting on the the quoted material without having first read the entire article from which it was quoted. This is a bad idea as, in this case, I didn't have the quote in context.  

I had read the quote as being a stand alone comment on the state of things generally. When read in the context of the original article I got a different feel for what the author was trying to say. If anyone else made the same mistake as I, take a look at the entire article.

Sometimes the warrior won, and again the human race improved by some insignificant amount, for a sorcerer who can't defeat one miserable warrior is a poor sorcerer indeed.
