what kind of pack do you use? i know osprey makes a grab bag designed to hang between your straps, as not all their packs have belt pouches, and even if they do, they are not often big enough. check all the major and good pack brands for somethign like this.

if something like this is not padded enough, an insert can easily do the trick.

My pack is an Osprey Atmos 65.  I don't see any accessories like that on the Osprey site.  I can ask at REI next time I'm in the store.
