No. It isn't mistated.

You will get the same picture as everyone else will with other cameras if you use twice the ISO value on the E-M5. The problem is that when you look at comparison tests and assume ISO 3200 always equals ISO 3200 then the E-M5 will look 1 stop better than it actually is.

I am not sure why anyone would think that a company wouldn’t do this on purpose. They seem to have convinced a lot of people here that this isn’t an issue.

It isn't an issue.

If a company suddenly came out and said that your ISO 6400 was actually ISO 3200 you probably wouldn’t think that this wasn’t an issue at all.

They didn't. ISO6400 is ISO6400. ISO3200 is ISO3200. But DxO ISO isn't ISO.
