Yes, you can easily rotate the Kirk collar and, I am sure, the RRS as well.

I can't test with an added stiffener, such as a cork, just now as I now have my instrumentation tied up on another test. But others in this forum as well as Bjørn Rørslett on his website (www.naturfotograf.com/) have reported success with such stiffening, and from my vibration measurements I can say positively that adding a stiffener between the lens and the foot would increase the dynamic stiffness substantially--to the point where the performance would equal that with the Kirk collar.
