That is my guess too, they likely used the same layout for the older 20 MP sensor and modified it for the circuitry for the phase detect sensors.  As you say, let us hope they took advantage of the re-layout to improve noise performance, but I suppose some of the technology Sony uses is patented.

If they didn't improve noise performance, I wouldn't care, but it would be a nice opportunity to do so, and it would prevent people from saying "the Samsung is nice but isn't any good at high ISO", which isn't true.  Yes, it could be better, but it does clean up nicely.
