The forums I frequent (in DPR) go OT all the time without recourse to locking.

It's possible that you could experience heavy-handed moderation in certain areas or forums. That's what the Feedback link (at the bottom of the page) is for. Let the big chief know. Take screen shots. Give details - you won't get banned for doing those things in private, but you might get rolled if you do them in public.

I'm sure if they get enough complaints about certain activities they might be inclined to look into them...
