Why no set ISO in postprocessing ?

If all the camera needs to capture image are the photons hitting the sensor during exposing,

if shooting RAW why we need to fix ISO beforehand, if is an software-electronics issue ?

So why not shoot at base ISO and adjust ISO(which is an electrical gain) later in post processing ?
