Discussion of Moderation policies, rules and interpretation is perfectly acceptable, and is one of the ways we refine and if necessary change our rules and policies.

Discussion of individual moderator actions is not allowed.

This is the correct answer. Specific moderator actions cannot be discussed, so linking to a thread that was locked as a means to discuss it is a no-no and will result in post deletion at minimum. General moderating rules can be talked about without a problem, so feel free to ask questions about general actions, just not specific ones.
