Need advise on A/D converter to USB.

Would like to record my old LP's, some tapes and even FM off my boom box.  I've seen several converters, but would probably need something with a preamp (?)....preferably one that does not amplify the noise.  I can patch the signal to RCA inlets....even using clips if necessary.  What's the best pick ?

Aside from the hardware, do I need Audacity or is there something better ?  Anyway, I'd like to keep it at good quality and hopefully I don't have to fork out more than $50, though I'll consider other options.  Thanks in advance.
