What size in inches does your customer desire for the photograph?

Judging from all that blue, I'd recommend you go with a glossy or maybe pearl output. Cotton is good for black and white, or textured images.

It may be challenging to bring in your own paper as the printer would have to setup profiles and essentially change their workflow, which is a lot of hassle for a single image for a  relatively low-budget  customer  (nothing personal, but I assume your print will cost under $200).

It is better to establish a good relationship with a professional printer,call around, get bids, and let them do the resizing. A cheap alternative is to use Costco.
