The huge difference in the sample you made is what you get when the "Use Legacy" option of the Brightness/Contrast step is NOT checked. When you launch the Brightness/Contrast adjustment, the "Use Legacy" option is always turned off. You must turn it on when using this technique.
Also, you are correct that the tone vs. texture ratios in a true frequency split will depend somewhat on the amount of Gaussian blur used. But there is always considerable amount of tone left in the texture layer and vice versa.
For example, you can clone or paint "lightness" onto the tone layer of a FS, but it will not completely lighten the tone because some dark tone is retained in the texture layer.
