I suggest checking the color of the lenses you're using to read internet reviews and "reviews."  When it comes to landscapes, distortion, composition and eliminating motion is far more important than reports of "mushy edges" on a wide-open shot of a flat test target.

Buy your tripod first, and then consider used equipment.  With some careful shopping, you could get a used 17-35mm f/2.8, a 180mm f/2.8 ED, and a Chinese knock-off tripod and head for your $2000.  But if you do, I'll lay odds you'll be second guessing your dismissal of the 16-35mm before your 6 months are up.
