Refusing the expansion of medicare doesn't mean that those people who would have been eligible will go uncovered.  It simply means that the Fed will have to manage the exchange for those groups.  The expanded medicaid plan is only paid for with Fed money for the first 3 years.  After that the states will have to pick up the tab in the 4th year & forward.  The states currently have to fund Medicaid not the Fed.  The burden on the states for the Medicaid bill is very heavy already.  The burden on the states starting on the 4th year will break the bank on some.
