When it comes to IS, I understand the term "3 stop advantage" if we say camera-A has a 3-stop advantage over camera-B.  That would mean camera-A can afford to shoot the same scene at 1/8 the speed required by B.

But what does it mean by 3-stop advantage (when it is not compared to another camera)?  I scene that requires 1/80 can be shot at 1/10, but does that also mean a shot requiring 1/8 can be shot at 1 second?  I mean where is the anchor/base point?
