nope, chipped means more than focus confirmation. you can put an AI or even pre-AI lens on a D3100 and get focus confirmation -- and they aren't chipped at all. a chipped lens ought to behave like a "P" lens, giving metering and allowing control of the aperture from the command dial.
not sure what to tell the OP, except that the lens might be defective. at a minimum, he should clean the contacts on lens and body to ensure good communications. this is a combo that should work as expected when purchased.
