The 60d is a pretty old model probably replaced soon but is still, nonetheless, a decent camera. It is priced slightly more expensive than the newer 650d. So you might consider the 650d and spend more on lenses in the future. The two cameras are similar in many areas but they each have their perks.

60d

-The 60d has a pentaprism viewfinder(vs the simpler build pentamirror in 650d)

-The 60d has a better build of magnesium alloy(vs the plasticky 650d) and hence, has better weather sealing.

650d

-has video continuous autofocus.

-touch screen.

-Lighter

So as you can see the 60d is a more serious camera as compared to the 650d but whichever camera you pick, theres much to learn.
