Well, if that is the case, then you should take the 36MP, because it will give you better than the 24MP. Your 'always 200%' makes no sense at all.
I simply can't rush things, even if my deadline is like tomorrow. I simply can't, I feel I'm cheating myself for not doing the best I can.
I prefer to choose directly a lower mp camera, and continue doing my retouching at 100% and be fine with it.
Not rational. It will not be your 'best' and it will not be as good as the higher MP camera retouched at the same resolution. My experience is, anyway that D800 files take PP much more easily and quickly than my 5D. Simply, with so much more to work with, you are no-longer in the business of correcting camera defects, and many things that took painstaking manual retouching can be done with a global operation. I would suggest that if you really want to make it quicker still for yourself, smear vaseline over the front element of your lens. that will reduce the resolution even more, and make your retouching even quicker.

I agree. It does not seem logical. Marcio is telling us that his mindset is such that he can only deliver the highest possible quality that is possible. Nothing but the best. And working at lower resolution would not allow him to deliver the best retouching.
Yet when given the choice of a camera that can deliver even more quality at the pixel level it then becomes a case of too much quality??? If nothing else downsample the 36MP file to 22MP before beginning the retouch work.
I also don't get the reluctance to consider charging more for higher rez images. He's offering the client another option for even higher quality. If the client wants the cheaper alternative they'll take it. And since the client has then chosen the cheaper option it is a no-brainer to downsample the image before retouching it. If I was a client I would welcome the choice.
