I certainly don't blame you for taking Apple's word over mine. But if you look at Apple's own tech specs for the iPhone 4 (and I suspect for the 3 and 5), you'll see that it indicates that it has Assisted GPS. What Assisted GPS is, and what its capabilities are, are well documented on the web.

Perhaps the confusion has to do with gps mapping capability. If the mapping relies on gsm data, then of course it won't work without cell service But in the case of geo tagging. all that's needed is the time and lat/long coordinates, all of which are all available directly via gps.
Finally, here's a quote from the Geotag Photos Pro user's guide:
"Note: In some circumstances, it can take a long time to get the first position. This is especially true when you move for a significant amount of time with the phone switched off (for example when traveling by plane from Asia to Europe). Some people think that the GPS doesn't work on the iPhone when data roaming is off. This is not true. It only means that to get the first position can take 10 – 20 minutes. This is a problem with all the GPS related apps for the iPhone. But when that first location is recorded, this issue will not happen any more (at least in the same country). The best way to get the first position when this happens is to open the building Maps app and check for your actual position. It is good idea to be in a place with clear visibility to the sky."
You'll also note that Geotag Photos Pro gives you the option of using gps + USM, or gps alone.
