Northern Shoveler and Willet?

Near the mud flats of Pt. Isabel in the San Francisco Bay I thought at first it sight the bird below was a mallard but the beak was way to large. This Northern Shoveler was filtering the muddy water for food.

Close by, traversing the mud and wading in the water, were the more typical shore birds below that I believe are called Willets.
