Congress cannot pass laws giving up it's Constitutional Rights

Congress has no power to abdicate it's Congressional obligations. If the President wishs to suspend Habeas Corpus, It can only be done in cases of "Invasion or revolution." And in no other circumstances. It cannot use the expression "All appropriate means" to mean the suspension of the Constitution.

Martial Law is the circumstance where Habeas can be suspended.

Has anyone declared Martial Law? Has the Al Qaeda invasion fleet left Iraq or Afghanistan yet? ‚ÄčIs the existence of the United States in danger?

Do the words, "All appropritate means," mean that Obama has the power to declare a Police State?
