The 17-70 will perform better optically.  The 18-135 is a better all round perfomer IMHO.  I have not regretted getting the 18-135.  Reliable, sharp up to about 80mm, WR, silent and solid.  The color rendition straight out the lens is pleasing to me as well.  All I can say is that I probably have a good copy.

I tried the 17-70 and I wasn't really happy with the 17-70 and felt the Tamron had a better capability not to mention price performance for me.

Across the range where I use them the Tamron 17-50 f2.8 is sharper in the corners than the 18-135 by a fair amount and sharper in the middle by a bit.  But its not the same thing and I haven't replaced the 18-135 with it. The 18-135 is a very good traveling companion and its reach and operating characteristics lend itself well to responding well to changing situations better than the 17-50.

I'd go so far to say that if you an interested in buying one general purpose lens the 18-135 would be it.

Get a good copy (not that hard now) and its hard to beat for what it offers.
