Will An X10 or X20 Produce Higher IQ Than This Sample Image? Any Thoughts Appreciated.

I don't know if this is the right place to post this question. I may post this one on the Open Talk forum if I don't get too many responses here.
Pardon my ignorance. Everytime I read someone saying Picture A has a higher image quality than Picture B, what does this actually mean? Can image quality be objectively ascertained, or it's mostly based on bias or personal preference?
In my book, the IQ of an image can be considered to be better than the one that it is being compared to if the image shows the following :-
1) Higher levels of clarity and detail
2) More accurate colours (*not too saturated or vice versa, though this can influenced by bias or personal preference which is something subjective)
3) Lower noise
What are your criteria?
Any thoughts on the IQ of the picture below? How would an X10 (or X20) outperform the quality of this image producing an even higher IQ? As usual, any thoughts would be appreciated.
