I agree with your sentiment, but I think you're dismissing many of the purposes photographs can have.  Not every photo is intended to be fine art.  For someone trying to make practical portraits that convey the character of their subjects, blurring the background is a very effective tool.

Having said that, I think it's silly to idolize background blur.  As a tool, it's a blunt instrument, and it's easy to use it as a crutch to avoid the effort of making good compositions.
