The 7D's dial is sufficiently stiff that I can't imagine it being accidentally moved.
I've bumped mine a few times. But I blame myself - it's not a camera flaw. Usually happend when putting the camera in & out of the bag, or quickly changing lenses or battery in a hurry.
Instead of a lock, how about a design where the dial has to be pulled up before it can be turned?
