Just a thought -- Why not keep an Archive Root Directory of Photos (matching Catalog) on the NAS and Active Root Directory (matching Catalog) photos locally.  Up to the Operator on the duration of number of shoots/photos for the Active.      The main downside is just the search options I think.  Periodically, you can move photo folders from the Active to the Archive.
