So is mine but as mention above look at Nikon's Spec says

The VRII minimizes camera shake by offering the equivalent of a shutter speed 4 stops faster. Normal and Active modes are available

similarly my 24-120 F/4 does not have VRII label but Nikon say in the "Key Features"

"Built-in vibration reduction (VR II) offering camera shake compensation equivalent to a shutter speed increase of approximately four step"
