Well, the wider a lens gets, the easier is to make it focus. I mean, the physical movements required to focus from the closest point (18cm) for the 14mm lens is smaller compared to the 20mm (20cm closest focus). There is more coming into play (motor type and quality, gearing etc.) but generally speaking the longer a lens gets the more you have to move elements to go from closest focus to infinity; unless close focus is not that close - I have some older 135mm lenses that have a very small focus throw because their closest focus point is about 2m :).
You are right about that of course. On the other hand, the 14 mm is even smaller than the 20 (the 20 is small, but the 14 is diminutive) so the challenge of getting things to work with the 14 is in relative terms just as big as with the 20. Furthermore, if you look at how much the lens barrel actually moves on the 20 when it focuses, you can see that we are talking about a couple of millimeters only. So I wouldn't think Panasonic would have any trouble redesigning the 20 for internal focus without any significant change in terms of bulk or weight, particularly now when they have already developed the 14 as a "role model".
BTW: Those interested in the innards of these two lenses, including their focus mechanisms, might want to have a look at Roger Cicala's comparative dissection here:

All in all, it's definitely doable but indeed many users would probably not accept the compromises of a pancake, and it would be an average lens in most other respects than size, so a 'long' pancake would probably not be a top seller for any large manufacturer.
