Steps of 160/320/640 have been shown to have lower noise than steps of 100/200/400.
To the OP; I think the intermediate values are fiddled in the camera software more than the "full stop" settings, but that is something the camera is well set up for compared to a software program like Photoshop.
There are other things that the camera can do far better and quicker that PC software too, so that isn't entirely surprising. Compare how long it takes ACR to convert 10 RAW files to how quickly a camera can process 10 shots taken in high-speed continuous...
From my understanding using ISOs of 160/320/640 are like getting a 1/3 stop automatic ETTR (expose to the right).
The camera's native ISOs or actual changes in the analog amplifier are 100/200/400/800 etc.
When you shoot at ISO 160 the analog amplifier is set to ISO 200, then the output is pulled back a 1/3 of a stop digitally.
When you shoot at ISO 200 the analog amplifier is set to ISO 200, and the output is NOT pushed or pulled.
When you shoot at ISO 250 the analog amplifier is set to ISO 200, and the output is pushed 1/3 of a stop digitally.
Canon cameras seem to respond better to analog amplification of the sensor signal as opposed to digital amplification after analog digital conversion. Also digitally pulling back an image helps reduce/hide noise. This is why the 160 ISO multiples have less noise. It is also why many of us recommend using ETTR when shooting RAW to minimize noise in the final output.
