As part of our "distance selling" legislation, in the United Kingdom we can charge the supplier for any unsolicited goods supplied through the mails... (costs of warehousing, inconvenience, etc.)
So, try sending them an actual bill along with a stiff letter.
That might get their RRses into gear.
