The D800E with 14-24/2.8 is pretty well the best landscape combo in existence, but there are some options that would be almost as good as well, for less money.

With your budget, I would get:

D800/D800E

Nikon 14-24/2.8 (or 16-35VR if you need to use screw on filters)

Nikon 24-70/2.8

Nikon 70-200/2.8 VR II (Or 70-200/4 VR if you like)

Without the 70-200 you would be well under your budget. You could also use a D600 instead of D800 and not be giving up much if you want to save another $1000 for lenses or to keep in your wallet.

Between the D800E and 14-24 though, there is no competition from anywhere else in the DSLR landscape world currently.
