More likely the sharpening routine. I think the focus is right but you have at least avoided the halo effect. Maybe a touch more contrast enhancement might make it look sharper?
What method does Topaz use - the unsharp method or the deconvolution method? And does it sharpen in raw or in jpeg?
If it is unsharp, then try out DxO 8 - it has a killer sharpening function tailored for your camera and lens combo, based on deconvolution algorithms and working in raw. You'll find your original photos looking a whole lot more 'punchier'.
