PS-CS3 Driving Me Crazy

Have not used PS-CS3 for a while.  Recently opened an image with unexpected results.  I see a strange cursor in the image area - like three small symbols in a horizontal row.  Was expecting somthing like an arrow pointer.  Driving me crazy.

Probably an wrong option I've inadvertantly set, but I've been unable to restore.

Can someone please help?
